Secondary Dwelling Units

Secondary Dwelling Units (SDUs) allow homeowners to add an extra living space in their home or on their property with a simpler application process.

Homeowners no longer need to apply for re-zoning to build an SDU. However, these units must still follow all Building and Fire Codes, Zoning Rules, and Property Standards By-laws. Additionally, homeowners must complete the required building permit application and get approval before starting construction.

What is Secondary Dwelling Units?

A secondary dwelling unit is a self-contained living space with its own entry, kitchen, bathroom, and sleeping area. It can be located in various housing types, such as detached homes, semi-detached homes, row houses, or street townhouses, as well as in accessory buildings like garages. The unit can occupy any part of the house, not just the basement, and may also be included in an addition to the main dwelling or an accessory structure.

Policies for Secondary Dwelling Units:

  • Number of Units: Only one secondary dwelling unit is allowed within the main house and one in an accessory structure on the same lot.
  • Utilities and Infrastructure: The property must have adequate servicing, such as water, sewer, and other infrastructure.
  • Hazard Lands: Secondary units cannot be built on or next to hazard lands.
  • Neighbourhood Character: The unit must not alter the appearance of the main building in a way that changes the character of the neighborhood. For example, no street-facing doors are allowed for secondary units within the main house.
  • Compliance: The unit must meet all Zoning By-law, Building Code, Fire Code, and Property Standards requirements.
  • Housing Types: Secondary units are only allowed in detached, semi-detached, street townhouses, row houses, and accessory structures.
  • Size Restriction: Purpose-built secondary units in semi-detached dwellings must be at least 10% smaller than the main unit.
  • Parking: One parking space is required for the secondary dwelling unit. This can include tandem parking.
